Current Tuition and Fees


For the first time in five years, effective 7/21/2023 for fall semester moving forward, the State Board for Community Colleges approved a tuition increase of $4.61 per credit hour. For students who have already paid tuition prior to 7/27/2023, a new balance will show in your student account that represents the difference between tuition paid prior to the increase and the new tuition amount. This balance must be paid by Tuesday, August 15 to prevent any impact to your fall schedule.

Residency

Am I eligible for In-State Tuition Rates?

The Code of Virginia authorizes over a dozen individual paths for qualifying for in-state tuition. The State Council of Higher Education for Virginia (SCHEV) provides “Domicile Guidelines” to assist persons who are potentially eligible for Virginia in-state residency and in-state tuition rates. Review the Domicile Guidelines that are provided by SCHEV.


How to Establish (Domicile)

The primary pathway to in-state residency and in-state tuition is through establishing "domicile", meaning that Virginia is the person’s permanent legal home state, where they intend to remain indefinitely with no plan or expectations to leave and where they remain ties even during prolonged absence. See below information on "Basic Requirements" and "Domiciliary Intent".


Basic Requirements

An individual must demonstrate legal residence in Virginia with an intent to remain in Virginia indefinitely to establish domicile in Virginia. After meeting the requirements to establish domicile, a person must continue to be domiciled in Virginia for at least 12 months preceding the first day of classes.


Domiciliary Intent

Several factors are used to determine if a person demonstrates intent to remain in Virginia indefinitely. Below is a list of information that may be requested in order to establish domiciliary intent:
• State to which income taxes are paid
• Voter registration and actual voting
• Driver’s license
• Motor vehicle registration
• Continuous residence in Virginia
• Social and economic ties
• Ownership of real property
• Sources of financial support
• Current employment
• Post-graduation employment in Virginia
• Military records


Other Paths to Qualify for In-State Tuition

Students not able to demonstrate domicile in Virginia can obtain the in-state tuition rate by meeting requirements of one of the exceptions provided within the Code of Virginia. Below is a list of common exceptions:

Students Below Age 24- The Code of Virginia requires all students under the age of 24 to prove self-sufficiency through clear and convincing evidence before registering for classes at the in-state tuition rate. Students are not considered "financially self-sufficient" if 50% or more of their expenses are/were covered by a parent or legal guardian within the last 12 months. If the student lives with a parent or legal guardian and does not pay rent to live there, they are not self-sufficient and are considered a "qualifying child" or "qualifying relative" according to the IRS definition. Please refer to the self-sufficiency check list form to determine if you meet guidelines for this path. If you do not meet the guidelines, please have your parent complete the parent or legal guardian form and submit to the office of admissions.

 • Active Duty Military Personnel & Dependents-The military contract out-of-state rate applies to federal military installations located in Virginia. It allows the military contract rate to be charged to out-of-state domiciled military or civilian personnel stationed or working at these installations. In accordance with Chapter 782, 2017 Acts of Assembly, the State Board for Community Colleges approved the Military Contract Rate to apply to any out-of-state active duty military personnel stationed outside of Virginia, and not domiciled in Virginia, whether the tuition is paid by the military employer or personally by the active duty military member. Dependents of active duty military personnel who reside in Virginia shall be deemed to be domiciled in Virginia and receive the in-state tuition rate. If you recently applied to the college and the Admissions Application automatically assigned you as out-of-state, please email admissions@patrickhenry.edu.

  • Military Veterans-Military veterans residing within the Commonwealth shall be eligible for in-state tuition charges. If you recently applied to the college and the Admissions Application automatically assigned you as out-of-state, please email admissions@patrickhenry.edu.

Deferred Action for Childhood Arrivals (DACA)- As of April 29, 2014, the Director of the State Council of Higher Education for Virginia has determined that students who have received approval for DACA are eligible to establish domicile in Virginia and apply for in-state tuition. If you have received DACA approval, and would like to apply for In-State tuition, please utilize the appeal form below.

  • Students with an Ineligible Citizenship or Immigration Status- Effective July 1, 2020, any student who:

• Attended high school for at least two years in the Commonwealth and either (a) graduated on or after July 1, 2008, from a public or private high school or program of home instruction in the Commonwealth or (b) passed on or after July 1, 2008, a high school equivalency examination approved by the Secretary of Education;

  • Has submitted evidence that he or, in the case of a dependent student, at least one parent, guardian, or person standing in loco parentis has filed, unless exempted by state law, Virginia income tax returns for at least two years prior to the date of registration or enrollment; and

 • Registers as an entering student or is enrolled in a public institution of higher education in the Commonwealth.

Students who meet these criteria shall be eligible for in-state tuition regardless of their citizenship or immigration status, except that students with currently valid visas issued under 8 U.S.C. § 1101(a)(15)(F), 1101(a)(15)(H)(iii), 1101(a)(15)(J) (including only students or trainees), or 1101(a)(15)(M) are not eligible. Information obtained in the implementation of this subdivision shall only be used or disclosed to individuals other than the student for purposes of determining in-state tuition eligibility.

All students have the legal right to appeal an out-of-state tuition rate.




State Policies

The State Board for Community Colleges establishes the cost for tuition each year. Tuition rates and all fees are subject to change as authorized by the State Board for Community Colleges. Such changes will be retroactively effective for early bird registrants.

Payment of tuition also enables the student to use the library, bookstore, student lounge and other facilities at the college. Students are expected to pay charges for any college property that they damage or lose (such as laboratory or shop equipment, supplies, library books and other materials). Formal registration takes place on the dates listed in the calendar. A student is not officially registered and is not allowed to attend class until tuition and fees have been paid.

Refund Policy - Students are eligible for a refund for those credit hours dropped during the same add/drop period within which the credit hours were added. The refund will be at the per-credit rate. A refund is given for the difference between the original charges for tuition and fees and the charges for tuition and fees, using the per-credit rate calculated from the number of credit hours in which the student remains enrolled. Refunds are disbursed directly to students from the Nelnet Campus Commerce via payment method chosen by the student.

Student Fee - A student fee of $3.33 per credit hour is charged to all students. This fee is used to cover the cost of student activities and cultural events; placement, career assessment, learning skills and graduate core competency testing; tutoring and lab maintenance; transcripts and record maintenance; and parking maintenance, construction and site improvements.

Capital Fee - A fee of $23.50 is charged to all out-of-state students for each credit hour of enrollment. This fee is used to help offset debt service on bonds issued for capital construction.

Special Fees - Some classes require special materials such as uniforms, specialized equipment and tools (electronics, welding, art, therapeutic massage, etc.) that will be the property of the student. These materials are purchased by the student and paid for at the time of purchase. Consult with your advisor or course instructor concerning these special costs.

Student Testing Fees - Each student may be required to pay a fee for certain tests, such as examinations administered to award advanced placement credit. Fees vary with the type of test taken.

Delinquent Accounts - Students will not be permitted to register or graduate, nor will grade reports or transcripts be issued, until all accounts have been paid in full.

Bad Check Fee - The college must assess a $35 service charge for handling returned checks or dishonored credit card or debit card payments for accounts not in past due collection status. The college must assess a $50 service charge for handling returned checks or dishonored credit card or debit card payments when the account is in past- due collection status. NSF checks not redeemed by the student will not be allowed to register for classes, receive a transcript or grades from the college.

Other Expenses Books and Materials. Students are expected to obtain their own books, supplies and consumable materials needed in their studies. Items purchased at the bookstore must be paid for at the time of purchase. The estimated cost for those items will average $300 to $400 per semester for a full-time student. Students may be able to reduce this cost by purchasing used books or book rental.

Field Trips. Students are expected to pay any expenses, including transportation costs, for participation in field trips; they must also sign a form releasing the college for any liability. If a field trip is a required activity of a course, students will be notified, made aware of additional costs involved, and provided with appropriate substitute assignments if they cannot participate.

Malpractice Insurance. Students enrolled in nursing or other health-related courses that require off-campus hospital or other clinical affiliations are required to obtain individual malpractice coverage.

State Board for Community Colleges to Consider 2023-24 Tuition and Fees at May Meeting


In accordance with Section 23.1-307 (D) of the Code of Virginia, the State Board for Community Colleges provides notice that it will consider tuition and mandatory fee increases for Virginia’s Community Colleges, effective fall 2023, at 9 a.m. on May 18, 2023, at the Virginia Community College System, System Office, 300 Arboretum Place, Richmond, VA 23236.

The State Board will consider mandatory tuition and fee increases of between 0 percent and 4.7 percent for all undergraduate students, subject to budget provisions of the 2023 General Assembly. The maximum potential increase equates to a  tuition and education and general fee rate of $161.25 per credit-hour for in-state students and would result in a net annual increase of $217 for a student enrolling in thirty credit-hours during the academic year. The community colleges will use revenue generated from any increase in mandatory fees to pay for mandatory cost increases associated with compensation and benefit increases, contractual obligations, technology and strategic initiatives, inflationary cost impacts, debt service, and potential adjustments to student fees.
